A paver walkway for this house was only possible to accomplish by first creating a low retaining wall, 
carefully measured to match each end where the gate and driveway were met.
This example shows a walkway using flagstone pavers in this nice new Surprise, Arizona home.
After the retaining wall was done, it was possible to fill in the base material below the flagstones with a sand and gravel substrate:
